Introduction to Mr. Mark Valli, CEO
Program of the Month
Child & Family Resource Services

As you may be aware, Terry Newhard recently retired after over 35 years of service to NORWESCAP.  I officially began my tenure as CEO of NORWESCAP on March 12, 2018.  It is truly an honor to work with such an amazing organization that fights to create opportunities and change the lives of over 30,000 people annually.

I have spent the last 27 years working to make New Jersey a better place for those less fortunate.  As one of two founding staff members at the State Commission for National and Community Service I helped create programs for thousands of New Jersians that allow people to earn money for college by spending a year in community service.  At New Jersey Community Development Corporation I helped to provide a wide range of programs and services (from housing to job training) for thousands of low income children and families in Paterson.  As the founding CEO of New Jersey After 3, I helped improve student outcomes for tens-of-thousands of students through the creation of an evidence-based afterschool programs in over 120 schools statewide.  As the CEO of the Community Charter School of Paterson I helped improve student academic performance and lead significant change in a 900 student community school. 

I achieved all of these things because of the support of smart and dedicated staff members; strong and committed Boards of Trustees; and loyal and supportive funders, supporters and stakeholders.  Similarly, NORWESCAP has a fantastic team of leaders in its staff and on its Board, and our funders, partners and stakeholders have a long history of success.  I am confident that we are prepared to achieve great things for the people we serve.

As a valued friend, partner, support and stakeholder of NORWESCAP, I want you to know that I will apply every ounce of my passion for service and lessons from my years of experience to ensure that NORWESCAP will continue to build on the success of the last 50 years.  We have done so much to support the low income children, families and individuals of the Northwestern part of the State, but there is still so much more to be done.  I look forward to working with you to continue, and expand, our efforts to create opportunity and change lives.

Child care is a part of the daily routine for families with young children. Working
parents rely on quality child care to ensure that their children are well-cared for while they work to support their families. Parents want their children in safe, nurturing environments that provide children with the skills necessary to have a successful life.

Child & Family Resource Services (CFRS) helps families find, select, and pay for child care. CFRS is committed to the belief that all children deserve access to quality, affordable child care that is essential to maintaining family integrity and stability and that children have early childhood experiences that help them become successful. This goal is achieved by providing free and confidential referrals for all regulated child care options. We offer on-line referrals, 24 hours a day that can be accessed through our agency's website at www.norwescap.org. To improve the quality of child care programs, CFRS provides professional development to help providers meet the social, emotional, physical and cognitive needs of children.

CFRS currently administers child care subsidy to Hunterdon, Sussex and Warren County families that are in fulltime work, college, or training activities. Let’s keep the holiday spirit alive by providing for those who are not as fortunate as we are.

April is National Child Abuse & Neglect Prevention month. CFRS continues our work of building the capacity of early care and education providers to employ strategies that foster the protective factors that prevent child abuse and neglect among the families and communities that they serve. Our "Strengthening Families" approach focuses on family strengths and resiliency. Parents having access to child care is a major child abuse and neglect prevention strategy.

CFRS meets a need that no one else does by providing the bridge between parents, providers, and policy makers.
