The American Recovery and Reinvestment Act (ARRA) provides funding during the current economic crisis to save and create jobs.The ARRA funding also calls for increased transparency and accountability to taxpayers.At NORWESCAP accountability and transparency has always been the cornerstone of our service delivery model, providing services to over 35,000 low income individuals a year with an administrative cost of less than five cents.NORWESCAP is pleased to report that we have received funding under the ARRA to expand services and provide new services to our community in the area of economic development.

ARRA Weatherization Assistance Program
The DOE-ARRA Weatherization Assistance Program is designed to provide energy conservation improvements for the homes of income eligible households in Sussex, Warren, Hunterdon, and SomersetCounties. The weatherization measures to be undertaken will reduce the high energy burden of eligible households by lowering home heating costs, eliminating heat loss, and minimizing cold air infiltration. A comprehensive energy audit will identify the greatest areas of heat loss and mechanical system/electric base load efficiencies to prioritize tasks to reduce energy consumption and increase seasonal comfort. Based on the findings of the instrumentated energy audit, a work scope will be developed that will address heating efficiency measures, infiltration measures, conduction measures, and health & safety concerns.
Eligibility
Applications are evaluated by household size, monthly gross income, heating bills and other documents.
