The NORWESCAP board and staff are committed to creating a future built on solid planning that is driven by trends, demographic changes, customer needs and outcome data. 

Plan Components
ROMA (Results Oriented management & Accountability) – This is an outcome based system of measuring how clients are moving toward self-sufficiency.  We are not satisfied to just talk about how many units of service we delivered, but meet the challenge of measuring changes in conditions and behaviors for low income people. 

Capacity Building – On an agency wide and program-by-program basis, we develop outcomes for the growth and strength of the agency.  These are created around systems, technology, training, communication, marketing, business development, financial stability, customer service and new programming.

Board – After our board completed rigorous governance changes, it has become significantly more active and accountable.  As a result, the board has its own set of outcomes and goals to accomplish.

Annual Plans
Every four years we develop a new strategic plan.  The plan is approved by the board and is updated annually based on what we learned from the results of the previous year, the changing needs of our clients, plus other organizational needs.

The following are the outcomes we track to determine how our customers are stabilized and moving toward self sufficiency.


Economic & Employment Building [more info]
Family Loan
Low income clients will maintain employment by using capital for a reliable vehicle, access to child care, for insurance or training costs.
Individual Development Account
Clients will save on a regular basis and achieve their asset goal.
Family Self Sufficiency
Families will reduce their barriers in their transition to self sufficiency.
Families will obtain employability skills.
Families will obtain employment.
Families will increase their income and implement escrow accounts.
Transition Center for Women
Clients will secure training grants or financial aid.
Clients will obtain employability skills.
Clients will obtain employment.
Hunterdon Career & Life Planning
Clients will exhibit proficiency in computer knowledge.
Clients will complete additional education/training.
Clients will secure part or full time employment or become self employed.
Clients have increased self worth to find employment.
VITA  Tax Assistance
Filers will save tax prep fees and 80% will get a tax refund from EITC.
Nutrition and Healthy Living [more info]
WIC
Clients will gain knowledge on anemia and accessing health care.
The percentage of women who breastfeed will increase.
Pregnant women will deliver infants weighing more than 2500 grams.
Participants will have increased understanding of relevant nutrition concepts.
Participants will have increased consumption of nutritious food.
Food Bank
Direct service agencies will have an adequate amount of food for distribution.
Direct service agencies will have nutritional food for distribution.
Direct service agencies without transportation will have access to food.
Charities will save money on food costs.
Healthy Bones
Participants will increase mobility, lift heavier objects and incorporate better nutrition.
State Health Insurance
Individuals will make informed, educated decisions about their health insurance.

Child & Family Resource Services
Families will secure reliable and affordable child care.
The number of licensed center and family day care slots are maintained or increased.
Head Start
Enrolled children will reach age appropriate developmental milestones by age 5.
Early Head Start
Enrolled children will reach age appropriate developmental milestones by age 3.
Head Start & Early Head Start
Children's health needs will be identified and addressed.
Families will access additional community services.
Families will improve in one or more areas of family development.
FACES
Programs will increase their collaborations in the community.
Families will develop health plans & access primary health services.
Children will interact appropriately with peers & persons of authority.
Parents will demonstrate mastery of parenting skills thru home practice.
Parents will eliminate/reduce barriers to access services.
Children will have new books and parents will learn literacy activities.
Parents will become active in school activities.
Pre-School
Parents will engage with their children in and out of the home.
Children entering kindergarten meet "school ready to learn" expectations.
Children meet age appropriate developmental benchmarks.

Families/Individuals will have affordable housing.
Elderly households will receive a HECM mortgage.

Weatherization
Households will realize a measurable reduction of heat loss (800cfm/ach).

RSVP
Organizations will complete critical community projects with the assistance of RSVP volunteers whose time is worth over 1.8 million dollars.
Volunteers have an increased sense of belonging, self esteem and self worth.
