Housing and Energy Services
NORWESCAP Housing and Energy Services provides the following programs and services: LIHEAP (Low-Income Home Energy Assistance Program), Weatherization Assistance Program, USF (Universal Service Fund), and other programs to assist low income individuals and families with their heating & cooling costs. There are also several housing projects that are aimed at providing safe and affordable housing to low-income families.


ECHO Housing
A 620 square foot modular home on a temporary foundation to provide the benefits of independent living with the support of the family environment for the elderly occupant.

Home Energy Assistance Program
To assist low income community members gain energy efficiency and have access to safe, affordable housing.

Safe Housing
This program provides security measures, accessibility improvements, and home repairs for elderly individuals to enhance the health, safety, and well being of the individual(s).

This program provides energy conservation assistance to income eligible households.

A 11 unit elderly apartment building in the Town of Sussex.
