The agency as part of an on-going
strategic planning process reviews the needs of the community,
determines changing populations, and looks for gaps in
services in order to meet the changing needs of the low-income
population in the areas that we serve. The agency serves
over 30,000 persons a year and while it is not possible
to meet every need, there is a special emphasis placed
on bringing services that can impact a person’s
ability to meet their goals.
In addition, a process called a Request for Proposals
(RFP) allows NORWESCAP to put together a proposal for
a project or service area. The RFP is a competitive process
and is awarded by the funder to the agency or individual
that meets or can deliver a service as outlined in the
RFP. This process can take several months before notification
is provided and longer still until the service or program
can begin seeing their first customer.
Other funding is provided by an existing funding source
that approaches the agency to expand the service, the
area of service, or to serve a greater population that
previous funding allowed. This process happens very quickly
and NORWESCAP can often begin providing the service, sometimes
immediately.
Finally,
funding may also be provided to the agency when NORWESCAP
chooses to collaborate with another community partner.
Working in partnership with another community based organization
can sometimes lead to funding that would otherwise be
unavailable.
